That would include students who have been admitted to a USA school and workers who have accepted an offer of employment from an American company, the court said.

What's not bona fide? That means, for example, that a nonprofit group that advocates for immigration issues may not put foreign nationals on their client lists and then claim they are injured by being excluded.

Still, Thomas, Alito and Gorsuch found that guidance confusing and unworkable. The court detailed several categories of foreign nationals who should be allowed into the United States: people with a "close familial relationship" to someone in the United States; students admitted to a university in the United States; workers who has accepted an offer of employment from a company in the United States; and lecturers invited to speak to an American audience. It was blocked by the federal judges before going into effect on March 16 as planned.

In the initial implementation, the State Department revoked tens of thousands of visas causing some travelers to be turned away from airports and detained at airports.

In response, Turkey's Foreign Ministry criticized the "aggressive" actions of the U.S. Turkish officials did not immediately respond to request for comment from CNN.

Airports may be less likely to see the same sorts of demonstrations given the advance warning, that those with prior permission to enter are not affected and the months people have had to reach the USA since the first ban was blocked.
