Federal Bureau of Investigation uncovers IS scheme to transfer money to United States via eBay

US citizen Mohamed Elshinawy allegedly made a fake ad for computer printers on Ebay as a ruse to receive payments from Islamic State operatives overseas, The Wall Street Journal reports.

An American citizen, Mohamed Elshinawy, received a total of $US8,700 from individuals associated with ISIS through PayPal, after he pretended to sell them computer printers on eBay, according to a 2016 indictment.

The report shows growing concern among investigators about more frequent use of online platforms by terrorist organizations.

The Wall Street Journal reported Friday, citing a Federal Bureau of Investigation affidavit that one of the suspected recipients of the IS funds was a US citizen by the name of Mohamed Elshinawy. The $8,700 Elshinawy received from Sujan was allegedly meant to help fund a terrorist attack.

Elshinawy, a United States citizen, received a total of US$ 8,700 through the ISIS funding network, and has told investigators that he knew the money was supposed to be used for "operational purposes", including funding a terrorist attack on USA soil.

A senior IS member in Syria, Siful Sujan, who was killed in a drone strike in 2015, was instrumental in the development of this network.

Elshinawy was reportedly arrested a year ago and is now in federal custody awaiting trial. ISIS has raised money through crowdfunding websites, social media fundraisers, and prepaid cards, according to a 2015 report from an global task force that investigates and combats money laundering and terror financing.

PayPal told the WSJ that the holding "invests significant resources" into reporting suspicious activity.

A statement from eBay said the company has "zero tolerance for criminal activity" on their site.
