The EU's chief negotiator Michel Barnier backed up Tusk's optimism this afternoon, saying the team had been having "constructive talks".

He said: "On this question, we have reached a state of deadlock which is very disturbing for thousands of project promoters in Europe, and it is disturbing also for taxpayers".

Barnier also said he would be not recommend to the European Council next week that talks on trade and future relations to begin, because there has been no sufficient progress in talks so far.

They will "reassess the state of progress" at their next summit in December, and if the verdict is positive they will issue their guidelines for trade talks plus a transitional period suggested by British Prime Minister Theresa May, the draft says.
