Now The New York Times has reported that Mr. Mueller "is investigating a payment made to President Trump's foundation by a Ukrainian steel magnate for a talk" in September 2015, "as part of a broader examination of streams of foreign money to Mr. Trump and his associates in the years leading up to the election".

The latest New York Times report came as the president continued to publicly criticize Mueller and cast the special counsel's investigation as a "total witch hunt" for raiding the office and hotel room of his personal lawyer, Michael Cohen. Trump said the raid was an attack on the nation, a disgrace, and a witch-hunt.

The new bill would turn into law the current Justice Department regulations that ensure a special counsel can only be fired for cause by a senior department official who puts the reasons in writing.
